The internal government working group will review the legacy of namesakes of District assets to determine if the individual, in an individual capacity or as part of a group, participated in the oppression of African Americans and/or other communities of color, or contributed to the nation&rsquo;s history of systemic racism and other biases.</p> <p>&ldquo;This working group is charged with leading real and necessary conversations about not only which public spaces contradict our DC values, but also about the historic figures who, while often overlooked, have played an important role in building a DC we are all proud to call home,&rdquo; said Mayor Bowser. &ldquo;We have no shortage of people who have dedicated themselves to building a fairer and more equitable nation and District, and while their legacies often live on through the values of our city, we now have a new opportunity to uplift their stories and celebrate their lives.&rdquo;</p> <p>The Working Group, chaired by Senior Advisor Beverly Perry and DC Public Library Executive Director Richard Reyes-Gavilan, will issue a report on named public spaces, including and not limited to:</p> <ul> <li>DC Government-owned streets</li> <li>DC Government-owned buildings, including schools, libraries, and other facilities</li> <li>DC Government-owned parks</li> <li>DC neighborhoods and campuses</li> <li>Statues in DC Government-owned parks</li> </ul> <p>&ldquo;DC&rsquo;s public buildings, monuments and spaces must reflect DC&rsquo;s current values, not those from centuries ago,&rdquo; said Senior Advisor Perry. &ldquo;As our values and cultural understandings change over time, our commemorative symbols must change to portray our values.&rdquo;</p> <p>&ldquo;Buildings, statues, and public spaces are symbols that represent people, ideas, and institutions,&rdquo; said Executive Director Reyes-Gavilan. &ldquo;This working group will provide a critical bottom-up review of the figures we honor with our public assets and provide recommendations on how to ensure the legacies of those individuals are in line with the future Washingtonians are striving toward.&rdquo;</p> <p>The process will include a community engagement survey and outreach to external partners. The Sterling is the type of second chance housing that puts our residents on the path to permanent housing.&rdquo;</p> <p>At The Sterling, families will have access to service-enriched programming that will assist them stabilize and exit homelessness. The site includes 46 family-sized units, computer labs for residents, administrative space for staff and providers, an outdoor playground and recreational space, a community room, a homework and study lounge, and other amenities. The Sterling is designed to meet LEED Gold certification and includes onsite stormwater quality-control (limiting offsite runoff), a green roof, energy efficient windows, and a high-efficiency HVAC system.</p> <p>&ldquo;We&rsquo;re making meaningful progress to end homelessness,&rdquo; said DC Department of Human Services Director Laura Zeilinger. &ldquo;We are providing neighbors who experience a housing crisis with deep level services that many of our families need to help them stabilize and establish their plan to permanent housing. Short-term family housing buildings provide a safe, clean, and private place for up to 50 families while they work to obtain permanent housing. Each building is equipped with places for children of all ages to play and do homework and will include services to help families quickly stabilize and exit shelter. The Ward 1 site will include 35 apartment-style emergency shelter units for families and 15 permanent supportive housing apartments for senior women.</p> <p>&ldquo;Being able to deliver these services in a space that shows our families that we care about them is part of building trust and enabling better outcomes for families,&rdquo; said Department of Human Services Director Laura Zeilinger. &ldquo;One example of this is that we are seeing a families exit shelter and regain permanent housing more quickly. In April 2019, nearly 150,000 more passengers rode the DC Circulator, a 37% increase in ridership compared to the same period in 2018. While the Mayor has proposed to #KeepCirculatorFree in her FY2020 budget proposal, the Council has ignored the supportive response from residents and has proposed to eliminate free DC Circulator for residents.</p> <p>&ldquo;We&rsquo;ve heard from many residents that the free Circulator puts money back in their pockets and that even saving $2 a day makes a noticeable difference,&rdquo; said Mayor Bowser. &ldquo;With the free Circulator we are proving that when public transportation is affordable and convenient, people will use it.&rdquo;<br /> <br /> April marks the third consecutive month of increased ridership since Mayor Bowser announced that she was making the DC Circulator free as part of Fair Shot February. The free DC Circulator rides attracted 20,000 more riders in February and 77,000 more in March compared to the same months last year. Comparisons in ridership show a six percent increase between February 2018 and February 2019 and a 20 percent increase between March 2018 and March 2019.<br /> <br /> &ldquo;We know that free Circulator rides make it easier for Washingtonians to go between their homes, work, and some of the District&#39;s most popular neighborhoods,&quot; said DDOT Director Jeff Marootian. &quot;Keeping the Circulator free is how Mayor Bowser invests in making the District a city where public transportation is an affordable, safe, and efficient way to get around the city.&quot;<br /> <br /> In March, the Mayor extended free rides for an additional month and announced that her Fiscal Year 2020 budget proposal includes $16.1 million to make the zero-fare policy permanent and to expand the system&rsquo;s routes into Ward 7.<br /> <br /> The Fiscal Year 2020 budget also includes significant investment in the city&#39;s streets and transportation infrastructure with $4.7 million for Vision Zero initiatives, including $2.8 million to hire 40 new enforcement officers, with 20 of those officers dedicated to bike lane enforcement; $700,000 to expand pick-up and drop-off zones for ridesharing; $150,000 to install 500 additional bicycle racks; and $300,000 for open streets events. At 12&nbsp;pm, 169 additional plows will begin treating other roads throughout the District. The DC Snow Team&rsquo;s full deployment will continue overnight and through the Friday morning commute. Residents and motorists can register to receive important weather alerts from the District on their devices by signing up for AlertDC at <a href="mailto:alertdc.dc.gov">alertdc.dc.gov</a>.</p> <p>The DC Snow Team encourages residents and commercial property owners to apply abrasives such as rock salt, de-icer, or non-clumping kitty litter to the sidewalks around their properties to reduce the possibility of icing and to prevent slips and falls.</p> <p>Mayor Bowser is committed to a quick completion of plowing and salting along major roads and residential streets, which in turn means a faster return to normal traffic flow and earlier resumption of trash collection and other city services. To report any concerns, residents should call the Citywide Call Center by dialing 311.</p> <p>Because of today&rsquo;s snow deployment, the Department of Public Works (DPW) will not be collecting Christmas trees and holiday greenery today. Non-union DC Government employees will receive a two percent increase; the amount for union employees will vary depending on approved negotiations.</p> <p>&ldquo;In fiscal year 2019, we&rsquo;re going to continue building pathways to the middle class. We&rsquo;re going to build on the programs we&rsquo;ve put in place to give more Washingtonians the opportunity to participate in our city&rsquo;s prosperity. And we&rsquo;re going to create new opportunities that give more residents a fair shot,&rdquo; said Mayor Bowser.</p> <p><strong>Affordable Housing</strong><br /> To ensure that people of all backgrounds and at all stages of life can live and thrive in Washington, DC, Mayor Bowser is making historic investments in affordable housing, homeownership programs, and housing preservation. These investments include her annual commitment of $100 million for the Housing Production Trust Fund and an additional $10 million for the Housing Preservation Fund. The Mayor also committed to moving forward the promised New Communities Initiative by investing $55 million in capital funds.</p> <p><strong>Education and Early Child Care</strong><br /> Building on Mayor Bowser&rsquo;s FY18 $11 million investment in affordable, high-quality child care, this budget includes $12.5 million to create even more seats for infant and toddlers. The FY19 budget increases the child care subsidy by $10 million to provide quality, affordable care to more children and creates a child care tax credit of up to $1,000 per child enrolled in any licensed DC child care facility.</p> <p>The Mayor&rsquo;s education investments also include a $94 million increase in funding for the District of Columbia Public Schools (DCPS) and public charter schools, including a 3.91 percent increase to the Uniform Per Student Funding Formula and a 2.2 percent increase in the charter schools facility allotment. The FY19 budget also ensures more young people have access to opportunities to learn, grow, and thrive outside of the normal school day. To accomplish this, the budget includes $15 million to increase access to out-of-school time opportunities for 27,000 youth.</p> <p><strong>Homeward DC</strong><br /> Coming into office, Mayor Bowser set forth a bold vision to make homelessness rare, brief, and nonrecurring. This fall, the Administration is making good on the Mayor&rsquo;s commitment to close DC General once and for all and replace it with smaller, more dignified programs across all eight wards. The FY19 budget includes $16.8 million to provide permanent supportive housing and other support services to single adults experiencing homelessness, $10.75 million for families, and $4.6 million for youth, including LGBTQ families and individuals experiencing homelessness.</p> <p><strong>Transportation and Infrastructure</strong><br /> Mayor Bowser led a successful regional effort to finally provide Metro with the dedicated funding it needs to get back to a state of good repair, and the FY19 budget is the first to include the District&rsquo;s $178.5 million contribution. In addition to funding Metro, the budget includes $232 million for streetscapes, trails, trees, green space, and streetlights as well as $450 million to repair the District&rsquo;s roads, sidewalks, and alleys. These funds will support the Bowser Administration&rsquo;s work to eliminate all roads in poor condition.</p> <p><strong>Seniors</strong><br /> The Bowser Administration continues to focus on ensuring Washington, DC remains affordable for seniors and residents at all stages of life. This fiscal year, the Mayor cut in half how much seniors&rsquo; property taxes can go up so that if they qualify for the District&rsquo;s reduced property tax rate, their property taxes will not go up by more than 5 percent a year. In addition, the Administration is making it possible for more residents to age safely in their own homes and communities with a $4.5 million investment in the Safe at Home program, which provides security cameras and preventative, in-home adaptations to seniors&rsquo; homes to reduce the risk of falls.</p> <p><strong>New Hospital</strong><br /> In August, the Bowser Administration signed a Letter of Intent with The George Washington University Hospital (GW Hospital) to improve access to high quality healthcare services for Washingtonians, specifically for residents living in Wards 7 and 8. The District has a budget of over $300 million in capital for the construction of a new hospital, including the construction of a parking garage.</p> <p><strong>Maternal and Infant Health</strong><br /> In FY19, the Bowser Administration is investing $1.6 million for perinatal health and the BABIES bill (Better Access for Babies to Integrated Equitable Services Act of 2018) to reinforce the goal of providing high-quality services for pregnant women, mothers, and newborns. These investments build on momentum from the Mayor&rsquo;s Maternal and Infant Health Summit and the growing public awareness and interest in this important issue. The District&rsquo;s approach focuses on three key strategies: improving women&rsquo;s health before pregnancy; addressing barriers to prenatal care; and preventing preterm births.</p> <p><strong>Public Safety</strong><br /> The Fair Shot budget builds on Mayor Bowser&rsquo;s efforts to build a safer, stronger DC. The budget includes a $1.7 million investment in the Metropolitan Police Department (MPD) Cadet Program, allowing the program to expand from 70 participants to 100. The cadet program ensures more DC residents become MPD officers. A $1.5 million investment in community-based grants for violence interruption and $575,000 for the Pathways program to support 50 at-risk youth will expand the reach of the new Safer Stronger Office of Neighborhood Safety and Engagement.</p> <p>Other public safety investments include:</p> <ul> <li>$900,000 to expand the Immigrant Justice Legal Services grant program which defends the rights of immigrant residents through informational programs and direct legal aid;</li> <li>$11 million to continue funding for third-party ambulance services;</li> <li>$3.8 million to hire 65 additional correctional officers at the Department of Corrections;</li> <li>$2.4 million to hire 42 new dual-role firefighter/paramedics;</li> <li>$22 million in capital investments in FY19 and $76.4 million through the six-year capital improvements plan (CIP) for the Fire and Emergency Medical Services Department for emergency vehicles and apparatus;</li> <li>$440,000 for trauma-informed responses for victims of crime, justice involved individuals, and youth at risk for truancy and juvenile delinquency; and</li> <li>$500,000 increase for the Private Security Camera Program .</li> </ul> <p><strong>Economic Development</strong><br /> Mayor Bowser&rsquo;s investments also focus on making sure Washingtonians have the skills and knowledge they need to fill the jobs our city&rsquo;s growth is creating. In FY19, the Mayor invested $8.2 million in Great Streets and the Neighborhood Prosperity Fund to support business development in high-unemployment areas. Other key investments include $150,000 to expand assistance to returning citizens to start their own businesses through ASPIRE and $2 million for IT apprenticeships to provide pathways to the middle class in high-tech industries.</p> <p><strong>Statehood</strong><br /> The momentum for statehood is at an all-time high. The Washington, DC Admission Act has secured a historic 174&nbsp;co-sponsors in the House and 29 in the Senate. In FY18, the Mayor proposed almost $1 million in new funding for statehood efforts, which funded the District&rsquo;s first-ever statehood office and Statehood Director. The emergency legislation will update the existing drug classification system to enhance the ability of law enforcement and prosecutors to go after synthetic drug dealers. The &ldquo;Revised Synthetics Abatement and Full Enforcement Drug Control Emergency Act of 2018&rdquo; bans chemical compounds often found in synthetic drugs based on the class of the chemical compound, rather than the individual compound.&nbsp;</p> <p><strong>&ldquo;When people are bringing deadly drugs into our community, we need to be able to hold them accountable,&rdquo;</strong> said Mayor Bowser. <strong>&ldquo;As we continue working to get these drugs off our streets, we are asking the community to help us save lives by calling 911 if they see someone exhibiting signs of an overdose.&rdquo;</strong></p> <p>The District has seen a recent spike in overdoses caused by synthetic cannabinoids and synthetic opioids. According to Fire and Emergency Medical Services (FEMS), from July 14 through September 23, 2018, FEMS treated or transported 1,663 patients to hospitals for symptoms consistent with synthetic drug overdoses.&nbsp;</p> <p>The &ldquo;Revised Synthetics Abatement and Full Enforcement Drug Control Emergency Act of 2018&rdquo; builds on <a href="http://lims.dccouncil.us/Legislation/B21-0261">legislation introduced</a> by Mayor Bowser in 2015 that enables the Mayor to suspend or revoke the business license of any business engaged in the buying or selling of synthetic drugs.
